Mobile carriers in the United States have partnered with multiple upstream providers to register businesses with 10DLC. These providers include The Campaign Registry and the Direct Connect Aggregators. As a service provider, CallHarbor is required to collect our customer's information and submit it to these providers to register them for 10DLC. The below document will explain the fees involved with registering for 10DLC.
One-Time Fees:
10DLC Registration: $50 one-time fee. (This fee will be applied to all customers who register for 10DLC)
10DLC Application Resubmission: $15 fee each time your application is resubmitted. (This fee will only be applied if your application is rejected by the Direct Connect Aggregator and needs to be resubmitted.)
Recurring Fees:
$1.50 per month for each low volume campaign.
$10.00 per month for each high volume campaign.
(What Is A Campaign?: In order to register for 10DLC, you will complete a brand registration and then a campaign registration. A "Brand" is the identity of the message sender, or the company/entity the end customer believes to be sending a message. The brand registration process verifies your company through third party independent sources and confirms your brand exists. After your brand is registered, the next step is to register your campaign. A campaign defines the type of content you will be sending to consumers, and the phone numbers you will be using to send those messages. Most companies will only need one to register one campaign.)
Difference Between Campaign Types
TPM = Throughput per minute, meaning the number of messages that can be sent per minute on the carrier’s network.

T-Mobile Fees
T-Mobile Non-compliance fees (for violation of practices spelled out in the T-Mobile Code of Conduct)
- $10,000 passthrough fee if T-Mobile receives a complaint where you or your message sender text-enables a 10-digit NANP telephone number and sends messages prior to verification of message sender ownership and or letter of authorization.
- $1000 passthrough fee if a program is found to be using techniques like snowshoeing, dynamic routing, or unauthorized number replacement.
- $10,000 passthrough fee for each unique instance of the third or any subsequent notification of content violating the T-Mobile code of conduct involving the same content provider. This includes SHAFT (Sex, Hate, Alcohol, Firearms, Tobacco) violations, spam, phishing, and messaging that meets the Severity 0 violation threshold per the CTIA Short Code Monitoring Handbook.
